Notice to Producers – Priority Status
Effective January 20th, 2026, the restrictions for New Entrants to Dairy who acquired quota by Priority Status on the Board’s Quota Exchange, have changed.
Producers who are classified in this category will no longer be restricted from participating in off-exchange transactions for a 10-year period from the date that Priority Status was granted. The current policy restricts all New Entrants who receive priority access to quota on the quota exchange from conducting off-exchange transactions (primarily transfers with relatives) for a period of 10 years. This policy adjustment removes a barrier to entry for producers who have entered the dairy industry by purchasing all Continuous Daily Quota on the quota exchange; without the support of a new entrant program, specifically no Continuous Daily Quota allotted by the Board to begin production.
